Firefighter POV tags?

I know someone who is a volunteer firefighter in wisconsin and he has a fire tag in his personal use vehicle which hangs from the rear view mirror. He mostly uses it as protection from getting speeding tickets, but he lets his family members use his extra tags as well in their vehicles as well that are not registered to him for the same purpose. Is there any governance for this type of misuse of the tag?
