Is there something like the internet police?

i dont know why, maybe its because, i look to trusting or stupied, but i keep getting these people that want me to cash there checks, from west africa, i know its a scam, and most of the time, i j ust blow them off, but im getting tired of this crap, who do i report this to, and how do i stop it?
