Can God make up his mind?

The point of these is as clear as the distinction between heaven and hell. One the one hand God is merciful to those who repent, and reform their lives; and on the other hand God�s anger toward those who reject reform, but choose to continue in sin is a just anger. For this cause is heaven for ever for those that accepted God�s terms, and also hell is forever for those that refused His terms. His justice is exactly agreeable with the law of equity(i.e. fairness).
